Dreamweaver vs CMS ?

Could someone tell me the differences between Dreamweaver and CMS like Joomla - Drupal? I am quite new.

Dreamweaver a WYSIWYG (What You See Is What You Get) program by Adobe Inc and it's used to create websites.
Joomla and Drupal are free open source content management systems .
When coding a template by using Dreamweaver, you have more flexibility as to what you are able to do, whereas with a CMS it's more limited.
